That remains unknown, but Warframe, as a microtransaction heavy game, would seemingly fall into the same category as Fortnite. I don't know if you already found the solution but I had the same problem and I solved it by removing the game from my account (you can do it by right-clicking the game in the library and selecting 'Manage') and then downloading warframe from its steam store page.
